SCE&G and Santee Cooper Transmission Systems Study Reports and Power Flow Models

South Carolina Electric & Gas Company (SCE&G) and Santee Cooper develop detailed internal models of their transmission systems representing seasonal and different load level scenarios over the next ten years. These models include a representation of existing and planned transmission lines and substations, existing and planned generation, existing and the most likely (50 percentile) load forecast for different load scenarios. In some cases, these detailed models are reduced by creating equivalences of radial transmission lines and multi-bus lines. These reductions create smaller models, but do not affect the accuracy of the power flow calculations. These reduced internal models are used as representations for the SCE&G and Santee Cooper transmission systems in the SERC regional and the NERC Eastern Interconnection model development processes.

To facilitate coordinated planning and operating assessments, NERC administers the development of a library of power flow base case models for the benefit of NERC members. This activity is handled by the Multi-regional Modeling Working Group (MMWG) and includes representation from each NERC region in the Eastern Interconnection (FRCC, MRO, NPCC, RFC, SERC and SPP). SERC transmission owners submit the models to the ERAG MMWG process as discussed above. After the ERAG MMWG completes the development of these models, the models are returned to all transmission owners in the Eastern Interconnection. These are the final models used in the SCRTP Economic Planning Studies.

SCE&G and Santee Cooper consider all transmission system models to be Critical Energy Infrastructure Information (CEII) and thus eligible for protection from public disclosure under FOIA Exemptions 2 and 4. However, SCE&G will provide these final models to any stakeholder with a legitimate and verifiable need and who has signed and adheres to the SCRTP CEII and Non-disclosure Agreement.

Areas outside of SERC may contain equivalent representations not intended for study of the transmission systems in those areas. In addition, some future transmission and generation facilities in these cases are for planning purposes only and have not been reviewed or authorized by management of the individual systems.

These files have been reviewed for accuracy; however, the integrity of such data cannot be guaranteed after its release due to the possible unintentional erroneous transfer of data or other external factors that may alter the data once it is downloaded to a storage medium. The recipient is responsible for taking whatever steps are deemed appropriate by the recipient to protect against any potential computer virus, defective disk-reading device, or other problems that may occur when downloading these files.
